Virtualization occurs at all levels of the computing stack.  Hardware virtualization, also called system-level virtualization, deals with virtualizing the hardware components of an entire computer system.
This involves the CPU, the memory, the chipset, the I/O devices, and the disk storage that one finds in a standard computer.
